A model proposal for sustainable urban logistics performance measurement and implementation for the city of Ýzmir

Today, just like in every field, the importance of sustainability is also increasing in urban logistics. In this sense, the urban logistics performance of a city should also be based on economic, social and environmental factors, which are the basic components of sustainability. In this sense, the determination of urban logistics performance criteria is an important basis for an economic, social and environmental coordinated development. In this study, a Sustainable Urban Logistics Performance Index (SULPI) is developed. In the study, the criteria required for SULPI were determined and classified in accordance with the sustainability components. Subsequently, these criteria were evaluated by 4 different experts representing different stakeholders of urban logistics using the AHS Method and the weight of each SULPI criterion was calculated.
The proposed model contributes to the literatüre by using an approach with the criteria representing sustainability. Its is also based on real and easily accessible data for the relevant city for which the SULPI is calculated. SULPI will help the authorities to compare the logistics performance of the cities according to the determined criteria, make and/or revise plans to improve the urban logistics practices in terms of sustainability.

Sürdürülebilir kentsel lojistik performans ölçümü için bir model önerisi ve Ýzmir ili uygulamasý

Günümüzde her alanda olduðu gibi, kentsel lojistikte de sürdürülebilirliðin önemi giderek artmaktadýr. Bu anlamda bir kentin kentsel lojistik performansý da sürdürülebilirliðin temel bileþenleri olan ekonomik, sosyal ve çevresel faktörlere dayalý olmalýdýr. Bu anlamda kentsel lojistik performans kriterlerinin belirlenmesi, ekonomik, sosyal ve çevresel koordineli bir kalkýnma için önemli bir temeldir. Bu çalýþmada amaç bir Sürdürülebilir Kentsel Lojistik Performans Endeksi (Sustainable Urban Logistics Performance Index – SULPI) geliþtirmektir. Çalýþmada SULPI için gereken kriterler belirlenmiþ ve sürdürülebilirlik bileþenlerine uygun þekilde sýnýflandýrýlmýþtýr. Akabinde bu kriterler AHP Yöntemi kullanýlarak, kentsel lojistiðin farklý paydaþlarýný temsil eden 4 farklý uzman tarafýndan deðerlendirilmiþ ve her bir SULPI kriterinin aðýrlýðý hesaplanmýþtýr.
Önerilen model, SULPI hesaplamasýnda ilgili kent için mümkün olduðunca gerçek ve hali hazýrda var olan ve kolay eriþilebilir verilere dayalý olmasý ve sürdürülebilirliði temsil eden kriterleri ele alan yapýsý ile literatüre katký saðlamaktadýr. SULPI, yetkililerin kentlerin lojistik performanslarýný belirlenen kriterlere göre karþýlaþtýrmalarýna, kentsel lojistik uygulamalarýný sürdürülebilirlik açýsýndan iyileþtirmeye yönelik planlar yapmalarýna ve/veya planlarýný revize etmelerine yardýmcý olacaktýr.
